I have now seen Colonel Drew's letter to the Prime Minister. Situation is very unsatisfactory and I shall be sending you as as I can draft it this afternoon, a further Most Immediate telegram containing description of situation. Debate on Hong Kong report may take place in Parliament here tomorrow at 11 a.mo Ottawa Time, and I think my Most Immediate telegram should be studied in Dominions Office as early as possible.
